A group of Brisbane residents is fighting plans to turn part of Nudgee Beach into an off-leash dog park, saying a trial of the proposal is ruining their suburb and threatening critically endangered birds.
The trials have proven to be popular with dog owners, such as Steven Graham and his wife Roseanne, whose three dogs enjoy the wide expanse of beach. Since the Brisbane City Council started trialling off-leash zones nine months ago, residents said the number of people visiting Nudgee Beach had multiplied significantly. Residents said the rise in visitor numbers had heightened noise, traffic, rubbish and safety concerns.
Long-time local Tineke De Vries, whose front yard adjoins the beach, said it had put a lot of pressure on a small area. Mick Walker is spearheading a campaign to stop the area being turned permanently into an off-leash dog park.
Teachers at the Nudgee Beach Environmental Education Centre raised concerns about the safety of students who visited the mudflats on school excursions. In a statement, the Brisbane City Council said it had provided the school with "a range of actions that could be taken to reduce the impacts of dogs on their activities". Nudgee Beach borders the Boondall Wetlands, home to many migratory bird species and listed as an area of international importance under the Ramsar Convention.
Among the local bird species are the critically endangered eastern curlew and bar-tailed godwit. University of Queensland professor Richard Fuller has been monitoring the trial and said from an environmental perspective its success hinged on whether allowing dogs access to some of the beach would keep them out of more sensitive zones. The council said it regularly patrolled the areas and in the nine months since the trial began 46 fines and 35 warnings had been issued, mainly to people for failing to keep dogs under control outside of the designated off-leash area.
On the three occasions the ABC visited Nudgee Beach, dogs were observed roaming freely beyond the permitted area. Resident Dee Turner said she had reported dogs loose within the Boondall Wetlands multiple times. The Department of Environment and Science said Queensland Parks and Wildlife assisted by developing guidelines "to advise councils on how to best identify appropriate dog off-leash areas in and around the Moreton Bay Marine Park". Many residents argued the boundary to the off-leash area should be moved further south, away from homes and birds.
